In a stunning move shaking global logistics, DHL Express, a titan in the courier industry, has announced it will suspend over $800 million in business-to-consumer (B2C) shipments to the United States, citing stringent new U.S. customs regulations. The decision, effective April 21, 2025, has sent ripples through e-commerce and supply chains worldwide, spotlighting the complexities of international trade.
Founded in 1969 in San Francisco by Adrian Dalsey, Larry Hillblom, and Robert Lynn, DHL (named after their initials) pioneered international air express delivery. Now a subsidiary of Germany’s Deutsche Post DHL Group, headquartered in Bonn, DHL operates in over 220 countries, delivering 1.7 billion parcels annually. Its U.S. operations, with hubs in Florida and Mexico, have been pivotal to its global network.
The suspension stems from a U.S. Customs Service rule change on April 5, 2025, lowering the threshold for formal entry processing from $2,500 to $800. This has overwhelmed DHL’s customs brokerage capacity, causing multiday delays. “The surge in formal clearances is unprecedented,” a DHL spokesperson said, noting that B2C shipments over $800 to private individuals will be paused until clearance capabilities expand. Business-to-business (B2B) shipments and those under $800 remain unaffected but may face delays.

Analysts predict price hikes and delivery bottlenecks, particularly for small businesses.
